Athens, 23 May 2023 – InGov project, in cooperation with three other EU-funded projects, ACROSS, INTERLINK and mGov4EU, has published a guideline to enhance the public administration's efficiency and improve the services provided to citizens across the European Union. The Policy Brief Compilation Booklet “Innovative Public Services for EU Citizens" provides recommendations towards a digital, user-centric, and efficient public administration in line with the EU's 2030 digital transformation goal.
The COVID-19 pandemic has significantly increased the demand for accessing public services through online channels, as it has disrupted many aspects of daily life that European citizens used to take for granted, including their freedom of movement within the EU. The seamless delivery of high-quality digital public services across national borders is now paramount.
The policy brief brings to light several policy challenges hindering the smooth usage of public services in the EU, such as insufficient progress on interoperability, lack of citizens’ trust in data, online services and limited use of synergies.
To overcome these hurdles, the policy brief outlines a series of targeted recommendations, including:
- Enhancing interoperability across countries: establish standards and rules for cross-border services.
- Ensuring data protection and privacy for citizens: data protection and privacy are built into the design from the start.
- Establishing a unified cross-border service platform: collaboration and coordination among government agencies and EU member states are essential.
- Fostering mutual trust between member states: foster mutual understanding and cooperation between different EU member states and government agencies.
- Implementing a mobile-first approach in digital policy: public services need to follow the citizens’ expectations in modern service design.
The purpose of these recommendations is to create a citizen-centric, interoperable, and secure digital environment for seamless delivery of public services across EU member states.
