Athens, 18 December 2023 – The inGOV consortium organized a final validation workshop with representatives from the inGOV consortium, representatives from the European Commission, and other interested parties to present some of the project’s key results.
The brief review of the project’s progress was followed by the presentation of the twelve inGOV partners, coming from nine European countries that highlighted how inGOV aims to capitalize on existing (mainly EU) relevant policies and initiatives, academic literature and practitioners’ good practices and device new Policies, Methods and ICT Tools for inclusive Integrated Public Service Co-creation and Provision. inGOV proposal stems from the idea that citizens should not only be considered as customers of public projects but rather as possible partners and co-creators to design and deliver public services.
Uni Systems, as the project’s coordinator, presented how the inGOV project has worked on improving the EIF conceptual model along five key areas:
- European values and principles, to be more explicitly recorded and considered.
- Co-creation, that has been integrated within existing Integrated Public Service model.
- A holistic framework to provide practical guidelines to practitioners.
- A reference architecture and ICT tools, enhancing the existing European Interoperability Reference Architecture.
- Four European pilots to evaluate the value of the holistic framework and ICT tools.
The IPS Holistic framework presented by Deloitte is indeed inGOV flagship conceptual model to guide practitioners in IPS co-creation and governance. Participants had the chance to witness how the five IPS holistic framework pillars were explored in the framework and how the 33 guidelines were built, with some practical examples coming from the inGOV pilot experience.
At that point, UBITECH conducted a quick presentation on the high-level architecture of the tools created within the framework of the inGOV project to then leave the stage to the four inGOV pilots. In turn, representatives from the Austrian, Maltese, Croatian and Greek pilots presented their experiences in creating their IPS and in navigating co-creation with key stakeholders. They shared some key lessons learnt and also highlighted how they applied the IPS Holistic framework in their activities and operations.
The workshop helped to raise awareness on the project outcomes and collect valuable validation from key stakeholders. It was also a chance for the consortium to have a holistic view of all the activities conducted and the results achieved and to create new connections for future discussion.
The inGOV project is now heading towards its final months of operations. The final version of the IPS holistic framework will be published at the end of 2023 while the pilots’ activities within the context of the inGOV project will end in March 2024, with the perspective of becoming fully functioning projects. The inGOV consortium will continue its activities of active knowledge sharing with the European Commission and other interested projects and entities aiming at fostering a co-creation culture across Europe.
